An illustration is a visualization such as a drawing, painting, photograph or other work of art that stresses subject more than form. An illustration is something that helps to explain something. Norman Rockwell called himself an "illustrator" and not an "artist". Commercial illustration is usually accompanied by some type of text or generally meant for mass production as in magazine articles, technical manuals and so on. Fine art is generally defined by scholars as being chiefly concerned with the mind and imagination. In short, art for art's sake. Not created for decorative, illustrative or commercial purposes. I define the difference this way... Illustration has a deadline, fine art doesn't.
